Wall of Fame

Honoring Our Employees

The Wall of Fame honors Orange County Government employees for their professional achievements and noble contributions to the community. Employees that are placed on the Wall of Fame show tremendous work ethic and unwavering dedication to Orange County.

To be recognized, employees are selected quarterly and can be nominated by managers, fellow co-workers and other employees. Upon selection, portraits of the honorees are displayed along with a biography highlighting their accomplishments on the first floor of the Orange County Government Administration Center.

Terry Olson

Terry Olson, Administrator of Arts & Cultural Affairs, is recognized as an honoree on the Orange County Wall of Fame for his recent recognition for his Outstanding Contribution as Florida’s Theatre Arts Advocate by the Florida Theatre Conference. This award is given to individuals who represent the theatre arts’ interest in government affairs.

Olson originally moved to Florida when the theatre company he co-founded and managed for 21 years, called SAK, was recruited to perform in Walt Disney World’s newly opened Epcot Center. He has been Orange County’s self-proclaimed “Chief Arts Instigator” since the county created the Office of Arts & Cultural Affairs in 2001. He has assisted in the creation and operation of over a dozen arts organizations including the Orlando Theatre Project, the Orlando Fringe Festival and Downtown Art District.

A graduate of the University of Minnesota, Olson has served as an adjunct professor at the University of Central Florida teaching theatre management. He is also the past President of the Florida Association of Public Art Professionals.

Carrie Woodell

A dedicated and passionate public servant, Carrie Woodell, Administrator for the Orange County Procurement Division, is recognized as an honoree on the Orange County Employee Wall of Fame for her hard work and dedication in earning the prestigious 2014 Anne Deatherage Meritorious Service Award. The award, given by the National Institute of Governmental Purchasing (NIGP) is granted to public procurement officials who have dedicated their careers to advancing the profession. Woodell is only the eighth person to receive the award since its inception in 2005 in all of the United States.

Woodell has over 20 years of procurement experience in both the private and public sectors and has managed the procurement process including contract awards for commodities, services, construction and professional services.

Woodell has both master’s and bachelor’s degrees in public administration and a graduate certificate in emergency management from the University of Central Florida. She holds nine procurement certifications, and has held various leadership positions such as the current and past president of the Florida Association of Public Procurement Officials and the past president of the Central Florida chapter of NIGP.

Jan Addison

Jan Addison, the Deputy General Manager for the Orange County Convention Center (OCCC), was recently recognized as one of the top five 2014 Women of Influence by Venues Today magazine in her field. This award honors women who have made a difference in the sports, music and convention industries.

Addison began her career with Orange County Government over 22 years ago as the assistant manager and later as the manager of the Office of Management and Budget. In 1992, she joined the management team at the OCCC and currently leads the areas of Financial Administration, Contract & Lease Administration, Parking Operations, Sustainability and Facility Operations.

Addison holds a bachelor’s degree in business administration from Oklahoma State University and a master’s degree in public administration from the University of Central Florida. Through the International Association of Venue Managers (IAVM), she serves as Vice-Chair of the International Convention Center/Exhibit Hall Committee. Previously she has served as Chair of their Membership Committee, Budget Committee, Sustainability Committee, Professional Development Committee and Professional Education Committee.

Malik Muhammad

Orange County Corrections (OCCD) Captain Malik Muhammad is an honoree of the Orange County Employee Wall of Fame for his work establishing the military service’s dorm which houses those honorably discharged from the military who are now incarcerated.

Captain Muhammad first began his career with OCCD in 1999 as a certified correctional officer. He has worked in various capacities for the agency including security operations as well as specialty housing units including the maximum security main facility. Most notable in his OCCD career is likely the establishment of the military service’s dorm. His vision helped orchestrate a housing dorm for veterans which led to a partnership with the University of Central Florida to better understand post-traumatic stress disorder in veterans. To date, between 150 and 200 veterans have participated in the Armed Forces dorm.

Muhammad, a 19-year veteran of the United States Army Reserves, holds the rank of Sergeant First Class. He is assigned to 873rd Quartermaster Company in West Palm Beach, Florida. During his tour in Iraq, Muhammad was nominated for the Bronze Star and received a Meritorious Service Medal from the 319th Transportation Company.

Lisa Williams

Senior Sales Manager at the Orange County Convention Center, Lisa Williams, is an honoree on the Orange County Employee Wall of Fame for receiving the 2014 Dr. Martin Luther King, Jr. Drum Major Award for Community Service from the Alpha Phi Alpha Fraternity, Inc.

Ms. Williams began her career with Orange County in 1996 and presently performs sales related work and manages some of the Center’s most prestigious accounts. She is a member of the Center’s green team and a Leadership Club member of the Heart of Florida United Way. In her spare time Ms. Williams mentors teenage girls who live in Orange County. She is the Founder and Director of the not-for-profit organization Loving Assisting Nurturing Educating and Supporting Teenage Girls, Inc. (LANES).

Ms. Williams spends countless hours planning the programs, community service projects and managing the administrative work for the organization. In 2005, she established the Evelyn Pitts Dallas Memorial Scholarship Fund and has awarded $33,800 in scholarships to graduating seniors and alumnae pursuing higher education.

Rafael Mena

Orange County Government Chief Information Officer, Rafael Mena, is an honoree on the Orange County Employee Wall of Fame for his recent recognition as Vision Magazine’s 25 Most Influential Hispanics in Central Florida of 2014.

Mr. Mena began his career with Orange County in 1989 and has held multiple technical positions. Under Mr. Mena’s leadership, Orange County’s technology services and business practices have been nationally recognized in various publications and awards. The role of the Chief Information Officer (CIO) is multifaceted, requiring sound leadership skills and the ability to direct, plan, and organize information technology for all of Orange County Government’s entities, including many of the constitutional offices.

Mr. Mena has a Bachelor in Computer Science from the University of Kansas. He serves on various multi-agency executive and management committees, and is regularly cited in IT trade magazines. Mr. Mena is also active in the community, particularly in the area of developing future IT leaders by collaborating with local educational institutions and volunteering his time to speak to high school and college students interested in pursuing a career in technology.

Orlando Portalatín

Orange County Government Human Resources Manager, Orlando Portalatín, is an honoree on the Orange County Employee Wall of Fame for his recent recognition as Vision Magazine’s 25 Most Influential Hispanics in Central Florida of 2014.

On receiving this honor, Mr. Portalatín states, “I was surprised and humbled when I learned about the recognition. It has challenged me to reflect about my role as a leader and my responsibility for promoting the common good.” Mr. Portalatín began his career with Orange County in 1996. Having over 17 years of experience, he has fulfilled a variety of leadership roles. As a bicultural and bilingual (English/Spanish) professional, he builds successful relationships and provides executive consulting and coaching to support senior management in attaining organizational goals.

Mr. Portalatín has a Bachelor in Marketing and Master in Business Administration and Industrial/Organizational Psychology, all from the University of Central Florida. He is a graduate of the Orange County Leadership Institute and is on the board of directors of the Hispanic Business Initiative Fund of Florida, Inc. and Orange County Sheriff’s Hispanic Advisory Board.

Lavon Williams

Lavon Williams, a Fire Fighter/Paramedic with Orange County Fire Rescue, is our August 2013 honoree on the Orange County Employee Wall of Fame for his dedication and commitment to providing the best services for the community.

As an ordained Deacon with the Macedonia Missionary Baptist Church in Eatonville, Williams answered a challenge from First Lady Michelle Obama’s Let’s Move! Initiative to create a video highlighting what his church was doing to improve the overall health of the community. The video, Macedonia on the Move, was selected as the best out of hundreds submitted by organizations nationwide. Earlier this year, he accepted the award from First Lady Obama in Washington D.C.

Williams devotes much of his off-time to promoting healthy activities and programs at his church. “Recognition from the First Lady was a great inspiration to do more, but the real rewards come when members of my congregation tell me their personal success stories,” Williams says. “The healthier you are, the more you can enjoy life!”

KRISTOPHER STENGER

Kristopher Stenger, Orange County LEED AP Certified Architect, is an honored for his dedication and commitment to sustainability and green building initiatives in the community. Kristopher began his career with Orange County in 2005 and was the first employee to become LEED AP certified.

As an architect in the Division of Building and Safety, he is highly involved with Orange to Green initiatives, including training and community outreach programs like the Orange County’s Homeowner Energy Efficiency Program (OCHEEP!). His efforts with the program helped earn the Energy Start Promotional Excellence Award. In 2012, Mr. Stenger received the Outstanding Community LEEDer of the Year award from the U.S Green Building Council for his leadership in promoting sustainability for Central Florida.

Kristopher is a member of the American Institute of Architecture and serves on the sub-committee for the Orange County Sustainability Steering Committee.

Tyra Witsell

Division Manager of Orange County Citizens’ Commission for Children, Tyra Witsell, began her career with Orange County in 1992 as a social worker for Human Services and then moved on to be the Program Development Unit Supervisor for the Orange County Families, Health & Social Services Department. She was later appointed Division Manager of Orange County Citizen’s Commission for Children by the Board of County Commissioners. Her hard work and dedication has earned her many awards including the Summit Award for her outstanding community service and leadership in Central Florida.
