Orange County Evaluates Red Light Enforcement Safety Program

Orange County, FL – The Orange County Government Traffic Engineering Division recently completed a 2-month long study of the Red Light Enforcement Safety Program as a preparation for the installation of additional red light cameras and to complete a yearly report submitted to the Florida Department of Highway Safety and Motor Vehicles. The program, which began in February of 2011, involves 10 cameras at various intersections throughout Orange County which are designed to enhance safety at signalized intersections and reduce red light running.

Engineers studied two periods of time, July 2011 – June 2012 and July 2012 – June 2013 and found the following:

  • The average red light violations decreased by 18%, the number of crashes decreased by 14% and crash rates also decreased by 11%;
  • The most significant decrease was seen at the intersection of Hiawassee Road and Clarcona Ocoee Road;
  • In 9 out of 10 of the intersections, the number of violations decreased;
  • In all but one intersection, the number of crashes also decreased;
  • Hiawassee Road at Old Winter Garden Road shows an increase in crash rate. This is directly associated with a decrease in volume;
  • At Dean Road and University Boulevard the data shows an increase in crash rate this is associated with the increase of number of accidents and a decrease in volume.

Orange County will conduct additional studies and continue to look at data that will help determine trends and the effectiveness of the program. In the meantime, Orange County will move forward with the installation of 40 cameras which are scheduled to be activated by April of 2014.

The expansion of the Red Light Enforcement Safety Program, approved by the Orange County Board of County Commissioners earlier this year, will bring the total number of cameras to 80 in the next two years.

The current four-year contract is with American Traffic Solutions, located in Tempe, Arizona.
