Children and Family Services Board

Enabling Legislation:
Ordinance No. 95-3, adopted March 7, 1995, renamed the Parental Home Commission the Children and Family Services Board. Resolution 95-M-15, also adopted March 7, 1995, dissolved the Children, Youth and Family Services Advisory Board. On September 19, 1995, the Board of County Commissioners adopted Ordinance #95-29 which increased the membership to 13. On March 17, 1998, the Board of County Commissioners adopted Ordinance #98-09 which increased the membership to 15 to provide for the appointment of two honorary, non-voting members. On May 22, 2001, the Board of County Commissioners adopted Ordinance #2001-13 revising the powers and duties of the Children and Family Services Board and changing the membership of the board.

Membership:
Thirteen members: One (1) County Commissioner to be appointed by the County Mayor and twelve (12) at large citizen residents of the County, two of whom may be designated honorary members and shall not have voting powers. Upon the retirement, removal, or resignation of both honorary members from the board, both vacancies shall be designated as voting members to be appointed by the Board of County Commissioners.

Powers and Duties:
Powers and Duties: 1) To assist the county in obtaining donations to benefit the children of Great Oaks Village and other programs of the county operated by the Youth and Family Services Division. 2) To advise the Board of County Commissioners with respect to all gifts, real or personal property, testamentary or inter vivos, donated to the county for the specific benefit of the children that are living at Great Oaks Village or other residential facilities and programs operated by the county under the division. 3) To advise the Board of County Commissioners and the County Administrator regarding the provision of services to children, youth and families by the Youth and Family Services Division. 4) To advocate for children and families in Orange County, especially those who require the services of the division.
