    Enabling Legislation:
    Resolution No. 97-M-21 was adopted by the Board of County Commissioners on May 6, 1997. Resolution No. 99-M-19 was adopted by the Board of County Commissioners on August 3, 1999.

    Membership:
    The Urban Design Commission shall consist of 13 members appointed by the Board of County Commissioners. Each member of the Urban Design Commission shall have substantial experience in a design-related profession or activity. All members must be registered voters although a member need not be a resident of Orange County. On May 20, 1997, the Board of County Commissioners approved expanding the Commission to 15 members for the first year only. On September 9, 1997, the Board of County Commissioners adopted Resolution 97-M-35 which changed the name of the Orange County Community Design Commission to the Orange County Urban Design Commission and temporarily enlarged the membership of the Commission until January 1, 1999, when the membership of the interim members shall terminate. On August 3, 1999, the Board of County Commissioners adopted Resolution No. 99-M-19 which reduced the number of members to nine.

    Powers and Duties:
    The purpose of the Urban Design Commission shall be to: 1. Recommend minimum aesthetic performance guidelines for new development; 2. develop a dynamic process for an incentive system to reward good aesthetic design, construction, and maintenance; 3. support current programs to enforce aesthetic codes for existing development; 4. review plans and, where appropriate, recommend aesthetic enhancements to public projects including buildings, facilities, and other public improvements; and 5. oversee preparation and implementation of the Orange County Community Design Element.
