Section 8 Housing Assistance and Tenant Based Rental Assistance are a federally funded rental assistance programs administered by the Division of Housing and Community Development. The programs are designed to provide very low-income families, elderly, handicapped or disabled individuals with safe, decent, sanitary, housing units at an affordable price. They are also designed to provide increased housing opportunities and improve living standards for economically disadvantaged families and individuals. Persons who qualify for assistance are issued a housing voucher and authorized to find a housing unit that meets the basic needs of the family.
Section 8 Housing Assistance and Tenant Based Rental Assistance

Once the family has qualified for assistance the rental unit they choose must comply with program requirements.

  • The unit selected by the family must pass a Housing Quality Standard (HQS) inspection to assure the unit meets the minimum standards of the Section 8 program.
  • The rent charged by the owner must be reasonable in comparison to similar housing units it that area. Once the basic criteria have been met, the housing office prepares a Housing Assistance Payments (HAP) contract on behalf of the family. Under this contract, the housing agency (HA) agrees to make monthly rental subsidy payments to the landlord on behalf of the family.
  • The amount of housing subsidy is the difference between the actual contract rent and the family portion of rent as determined by the housing office.
  • The housing office reevaluates both the family and the housing unit annually for continued eligibility in the Section 8 program.
  • The family may elect to remain in their current unit or relocate to another unit or area.

Section 8 Family Self Sufficiency

Family Self-Sufficiency (FSS) is a voluntary program that provides Section 8 Rental Assistance participants the opportunity to achieve economic independence through the close assistance of a case manager who supports, monitors and links up FSS families to public and private resources in the community.What are the Responsibilities of the FSS Participants?
  • Each participating family must sign a Contract of Participation that spells out their responsibilities and specific services to be provided through the program.
  • An Action Plan is developed that documents the responsibilities the family must fulfill and sets specific, individual goals that the family works toward to become self-sufficient.
  • The designated head of the household must participate in appropriate job training, attend school and/or be employed during the term of the contract.
  • In order to receive the monies held in an escrow savings account, the family must successfully complete their contract and withdraw from public assistance programs.
How Families Benefit from FSS ?

The Family Self-Sufficiency Program gives low-income families that have been struggling the opportunity to become economically independent. FSS is an innovative program designed to improve the quality of life for families caught in the cycle of poverty.

Families that participate in the FSS program gain skills that last a lifetime. This is a program that addresses the long term needs of individuals living in poverty.

  • Education
  • Counseling
  • Child Care
  • Transportation
  • Support Groups
  • Financial Guidance
