Businesses that are located in an Enterprise Zone may also be eligible for these economic incentives.

Brownfields Redevelopment Program

A Brownfield is a property which development/redevelopment might be complicated by actual or perceived environmental contamination. Florida's Brownfield Redevelopment Program helps to clean up sites and reduces the public cost for installing new infrastructure. The local program is administered by the Florida Department of Environmental Protection.

Brownfield sites located in an Enterprise Zone area are eligible for additional incentives including:

  • Job Bonus Refund: In addition to the Enterprise Zone Job Tax Refund, eligible businesses may receive up to $2,500 for each new job created in an Enterprise Zone.
  • Building Materials Sales Tax Credit: Businesses receive a sales tax credit for all materials purchased for the construction of housing or a mixed-use project.

Businesses that enter into a Brownfield Site Rehabilitation Agreement are also eligible for:

  • Voluntary Cleanup Tax Credit: Businesses receive up to 50 percent credit on Florida's corporate income tax or 75 percent for affordable housing projects.
  • State Loan Guarantees:  Primary lenders receive guarantees up to 50 percent for all Brownfield sites and up to 75 percent if the property is redeveloped as affordable housing.

Businesses may also be able to apply for grants to cover site assessment and clean up costs.

Qualified Target Industry Tax Refund

The Qualified Target Industry Tax Refund incentive is available to new and expanding businesses in targeted high value industries. Eligible businesses must be within the following sectors: manufacturing, finance and insurance, information industries, professional and scientific services and corporate headquarters. Businesses have to create at least 10 new full-time jobs or increase their local employment by at least 10 percent whichever is greater.

As of 2007, eligible businesses that locate in one of Orange County's Enterprise Zone areas can receive $6,000 per new full time-job created. For businesses paying 150 percent of the average annual wage, add $1,000 per job; for businesses paying 200 percent of the average annual salary, add $2,000 per job. The job creation and wage requirements may be waived if the business locates in an Enterprise Zone area.
