Introduction

Orange County is in the process of approving and adopting an MMTD for the Innovation Way area located in south east Orange County.  The goal of a MMTD is to facilitate the use of multiple modes of transportation, leading to a reduction in automobile use and vehicle miles traveled.  The designation of such districts recognizes the inherent, integral relationship between transportation, land use and urban design and the degree that these elements affect the other.  Establishment of a MMTD in the Innovation Way Corridor will assist the County in avoiding a future for southeast Orange County dominated by suburban land use, sprawl development and limited transportation capacity.  Instead, the MMTD will assist the County in establishing an environmentally sound, pedestrian friendly community that provides a balance of transportation alternatives for movement within the area, to adjacent development within the corridor, and to the rest of the region.

Scheduled Activities

The Orange County Planning and Zoning Commission's Local Planning Agency (LPA) recommended approval to transmit the MMTD documentation to the Florida Department of Community Affairs on April 16, 2009. On May 19, 2009 the Orange County Board of County Commissioners (BCC) approved the LPA's recommendation to transmit to DCA for their review and comment.  Orange County staff has tentatively scheduled the LPA Adoption Hearing on September 17, 2009 and the BCC Adoption Hearing on October 13, 2009.

Documentation
The MMTD report defines the Transportation Plan for the southeast Orange County Innovation Way Corridor MMTD. The report includes an existing conditions analysis with a description of the planned and programmed highway and transit improvements for the area surrounding the MMTD.  The assumptions utilized in the study are presented for the roadway, bicycle, pedestrian and transit elements. A proposed highway and transit network is then presented, with a detailed description of the system by phase.  In addition to a standard roadway capacity analysis, this report also presents a qualitative level of service analysis as well as order of magnitude patronage estimates, transit level of service analysis, and the typical sections/right-of-way requirements. A finance element follows for transit, which presents the capital costs of the program, operations and maintenance costs, and a 20-year projection of sources and uses of funds.  This report concludes with an outline of next steps for the Transportation Plan, focusing on the transit element, especially the proposed Bus Rapid Transit (BRT) facility.  Ultimately, funding for infrastructure will be refined as the County works with private, state and federal partners to establish appropriate phasing and costs.
