Orange County is pleased to announce to all health and human services 501(c)(3) nonprofit agencies located in Orange County and offering services for at least one (1) year that the Orange County Citizens’ Commission for Children’s Citizens’ Review Panel for Human Services (CRPHS) is issuing Requests for Proposals (RFP) for terms January 1, 2027 – December 31, 2027 (Children’s Services Funding) and October 1, 2026 – September 30, 2027 (Traditional CRP Funding, Neighborhood Center for Families Funding and Citizens Safety Task Force Funding).

In order to be considered eligible to participate in the CRPHS 2026 Spring Fund Distribution Process, Respondents must meet ALL of the following eligibility requirements:
- Have a physical location within Orange County, Florida;
- Be a 501(c)(3) human services nonprofit organization for a minimum of one (1) year prior to application;
- Has been legally registered to conduct business in the State of Florida and maintained an “Active” status with the Florida Department of State, Division of Corporations (Sunbiz) for a minimum of one (1) year prior to application
- Attendance to at least one (1) Fund Distribution Process Information Session and official certificate is required with NOI submission (Mandatory for ALL applicants)

Citizens’ Review Panel for Human Services
The Citizens’ Review Panel Advisory Board is composed of community volunteers who are appointed by the Orange County Board of County Commissioners to serve on the Citizens’ Review Panel for Human Services. The Advisory Board members play a critical role in the CRP Fund Distribution Process by independently reviewing funding proposals, scoring applications, and developing funding recommendations based on the merits of each submission.
All proposals submitted during each funding cycle are reviewed through a structured and transparent evaluation process. Applications are thoroughly evaluated and scored using established evaluation criteria to ensure consistency, fairness, and alignment with identified community priorities. Please note that all funding recommendations are preliminary and remain subject to the resolution of any agency appeals. Recommendations may also change based on the availability of funds.
In the event of any conflict, inconsistency, or omission between a submitted proposal and the applicable Scope of Services or Program requirements, the provisions of the Scope of Services or Program requirements shall prevail. Respondents awarded funding are expected to comply with all applicable terms, conditions, and contractual requirements. Through this process, CRP grant funding enables nonprofit organizations to deliver vital services that support the health, safety, and well-being of children, youth, and their families throughout Orange County.
