The Orange County Jail Oversight Commission was originally convened in 2001 by former Mayor Richard Crotty to address key issues in the corrections system, including staffing and performance; criminal justice case processing; technology; and medical, mental health, and substance abuse services.
To accomplish its mission, the Commission established four subcommittees focused on these areas, with members contributing their expertise and insights. Over ten months, the Commission conducted its work and produced a final report in 2002, which included 202 recommendations aimed at providing long-term solutions.
