Virtual Public Testimony Request

TEMPORARY PUBLIC Testimony PROCEDURES

In light of the COVID-19 Global Pandemic’s longevity, Orange County is now providing the public with an opportunity to participate “virtually” from remote locations for quasi-judicial public hearings and comprehensive plan amendment public hearings. These types of public hearing are held during the afternoon sessions of Board of County Commissioners (BCC) meetings. Quasi-judicial hearings are identified on the Board’s official agenda by a checkmark that’s placed next to the public hearing agenda number, and comprehensive plan amendment public hearings are also conspicuously identified on the Board’s official agenda. The public may also continue to participate virtually in these types of public hearings by appearing at the first floor of the Orange County Administration Center at 201 South Rosalind Avenue in downtown Orlando, where social distancing and other personal safety procedures are practiced and enforced.

Members of the public who choose the option to participate remotely may do so by utilizing Cisco Webex Technology, but must pre-register by filling out the form below no later than 5 p.m. the day prior to the BCC public hearing. 

Please note this deadline does not apply to members of the public who choose to appear at the Orange County Administration Center to provide testimony. Those individuals should arrive by 1:30 p.m. the day of the public hearing and to fill out a form.

Due to state public records law and public safety concerns, Law Enforcement, Elected Officials, and Former Elected Officials are exempt from having to provide their personal address.

Technological Requirements

Your virtual Webex participation from a remote location in quasi-judicial and comprehensive plan amendment public hearings must include both audio and visual capabilities. Virtual participants assume all responsibility for the quality of their internet connection and their use of technology. In-person participation in these public hearings at the location described above, instead of from a remote location, is strongly recommended if there is any question about the reliability of the virtual participation.

How to Submit Documents in Advance

Any documentary evidence to be presented or entered into the record as part of virtual participation should be emailed to Public.Comment@ocfl.net by no later than 5:00 p.m. the day prior to the hearing. Please note the agenda item and case number so staff may have your documents prepared to share in advance of your participation.  

Time Limit

The time allotted to virtual participants to testify will be at the sole discretion of the Mayor and may be reduced from the usual time limit of three minutes to two minutes, depending on the number of participants. Due to technical limitations, the Board’s practice of “donating or receiving time” during in-person meeting cannot be accommodated for virtual participants.
