You must be a legal resident of Orange County and have a gross household income no more than 150% of the Federal
Poverty Income Guidelines.

You Will Need:
For eligibility, you may need to submit the following required documents with the energy bill assistance application:
- Copy of Photo Identification for the applicant
- Birth Certificates for all household members (or other proof of US citizenship or benefit-eligible alien status)
- Current Utility Bill and if bill is not in applicant’s name, a copy of current lease (proof of utility obligation)
- Proof of Income for all household members (proof of income may be but not limited to):
- Copies of award letters from Social Security, SSI, SSDI, VA, TANF/Wages, etc.
- Copy of pay stubs for last 30 days
- Letter or print-out from employer(s)
- W-2 (tax forms)
- Statement of financial support from family, friends or other agencies
- Self-Declaration of income statement (signed) Self-Declaration Form: English | Spanish
- Certification letter from Section 8/HUD/Orlando Housing Authority showing amounts of monthly Utility Allowance, Reimbursement or proof of Flat Rent. (Applicants may need to pay the monthly utility amount(s) prior to LIHEAP awarding benefit)
- Copy of Food Stamps Award Letter (if applicable)

Across the State of Florida, distribution of the Low-Income Home Energy Assistance Program, also known as LIHEAP, has paused, temporarily. Orange County is not accepting new LIHEAP applications, at this time. Orange County Government is in communication with the State and awaits further instruction and information on the status of Florida’s LIHEAP distribution.
While the status of the State’s LIHEAP distribution resolves, Orange County is encouraging residents to seek other forms of public assistance. Area seniors - residents 60-years and older - may apply for the Elderly Home Energy Assistance Program, or EHEAP - a program facilitated by Catholic Charities of Central Florida- at 407-658-1818, ext. 1022. Orange County residents may also dial 2-1-1 to be connected to a wide range of health and human services.
