Solid waste includes garbage, rubbish, refuse, and other discarded materials. The proper management of solid waste requires an integrated system of generators, haulers, recyclers, and disposal sites working to reduce waste at the source, then reuse/recycle, and finally dispose in a safe manner.

All commercial generators are required to separate designated recyclable materials and make them available for recycling, as provided in Chapter 32 Article IV, Sec 32-163.
Commercial generator shall mean a person who owns or controls a site in unincorporated Orange County, other than a residential premises, which is the point of origination of solid waste or recovered materials, and is eligible to receive commercial services.
Waste and Recycling haulers that provide solid waste and recycling collection and transport services in unincorporated Orange County are required to obtain a commercial license and/or recycling registration, in accordance with Chapter 32 Art IV through the Utilities Department, Solid Waste Division.
